Software architect and development specialist with 12 years of professional experience and expertise in design, development and implementation of the IT web-based solutions in areas of ERP, CRM, flow of documents, communication and trading. As chief technical officer and designer, Paul contributed to more than 80 IT projects in Ukraine and in several EU Member States, delivering proprietary and open source software.

In 2014 Paul joined development team of Open Contracting public procurement system in Ukraine (ProZorro) and is leading one of the most active Prozorro and ProZorro.Sale marketplaces. He is a team member of GPAinUA – a pilot project supporting Ukrainian exporters with participating in public tenders in the WTO member countries. Paul also works as an IT business consultant for international and intergovernmental organizations, such as UNICEF, UNDP and the European Bank for Reconstruction and Development.

Karolis leads Open Contracting Partnership's engagements in Europe and works directly with governments and others striving for a positive impact of opening up contracting data. Before joining the Open Contracting Partnership, Karolis worked with Transparency International Lithuania, focusing on citizen engagement using ICT. He also contributed to global open data advocacy efforts, together with the Epsi platform, Open Knowledge International, Open Data Institute and others. From 2014 to 2016, he was a national researcher within the Open Government Partnership Independent Review Mechanism.

Before joining the Open Contracting Partnership, Gavin was Director of Campaigns and then Executive Director of Global Witness. He oversaw the organisation’s groundbreaking and award-winning investigative, campaigning and advocacy work uncovering secret deals, corruption and conflict around the world. He helped create the international Publish What You Pay campaign and helped negotiate the intergovernmental Extractive Industries Transparency Initiative that brings together oil and mining companies, home- and host-governments and civil society to improve disclosure and oversight of over $1 trillion dollars of oil and mining money.

He is an expert on illicit financial flows, and helped lead global efforts to end the abuse of anonymous shell companies for money laundering and financial crime, including working with the British government’s recent presidency of the G8 and the Open Government Partnership. He has a Doctorate from the University of Reading and has worked with Chatham House in London and the United National Environmental Programme in the past on analysing and investigating global environmental crime.

He is a lawyer specialised in access to public information, re-use of public sector information and anti-corruption. He has wide expertise in relations between public administration and citizens. He is the author of publications on freedom of information, technology, public administration, corruption and public participation including "Transparency and Open Data Principles: Why They Are Important and How They Increase Public Participation and Tackle Corruption" and recently published "alGOVrithms. The State of Play. Report on Algorithms Usage in Government-Citizens Relations in Czechia, Georgia, Hungary, Poland, Serbia and Slovakia." He is also an Apolitical.co contributor

Anastasiya joined TI Ukraine in autumn 2013. In 2013-2016 she has coordinated projects related to good and open governance, including the one which supported education on the use of ProZorro e-procurement system. Anastasiya is responsible for donor, international relations coordination, advocacy of organizations priorities at the international level and fundraising. She has promoted DoZorro among international and donor communities. She has represented and spoke on behalf of TI Ukraine and its projects at several international events in more than 10 countries. Anastasiya has got a Master of Public Administration degree in Ukrainian Catholic University and BA in Business Administration at LCC International University in Lithuania.

Matt works with the Open Contracting Partnership as a member of the OCDS Helpdesk assisting publishers around the world in implementing and delivering their Open Contracting goals. He's a Director of Open Data Services Co-operative where he strives to make open data useful, usable, and in use.

Matt describes himself as a 'recovering academic' with a background in Human-Computer Interaction, Computer Science, qualitative research. He's finishing off his PhD thesis which explores design implications for systems that support transparency and accountability in charities through open data.

Before joining the Open Contracting Partnership, Viktor was acting CEO at SOE Medical Procurement of Ukraine – the central purchasing body set up by the Ministry of Health of Ukraine for medical public procurement. Between 2015-2018 he was a Program Director at Transparency International Ukraine. His portfolio included five significant initiatives – ProZorro, ProZorro.Sale systems development, DOZORRO community building, e-Health system development, and Construction Sector Transparency Initiative implementation. He has experience in the private sector and in government. He headed the procurement risk assessment division in one of the biggest agro-holdings of Ukraine and worked in the Ministry of Infrastructure of Ukraine.

Viktor has a Master’s degree in international economy from Kyiv National Economic University in Ukraine and studied organizational behavior and intercultural marketing at the Wirtschaftsuniversität Wien in Austria. Viktor’s ambition is to help Eastern Europe and Central Asia become a global open contracting leader.

Eliza Niewiadomska, Senior Counsel in the Legal Transition Programme of the European Bank for Reconstruction and Development in London (EBRD) is responsible for public procurement regulatory advice and technical cooperation with EBRD countries of operations. Key regional technical cooperation programmes led by Eliza include the EBRD UNCITRAL Public Procurement Reform Initiative, established in 2011, the EBRD GPA Technical Cooperation Facility, formed in 2014 and Open Government, first initiated in 2014 to assist post-Maidan revolution Ukraine.
Lawyer and economist, Eliza worked for Polish government during regulatory reforms preparing Poland’s accession to European Union and upon leaving civil service, as a general counsel in the IT industry. Prior to joining the EBRD in 2009, she Eliza was head of procurement at power & energy company, PGE Polska Grupa Energetyczna SA in Warsaw.

Business analyst, data scientist and Business Intelligence specialist from Ukraine. He is leading Data Analysis at the Centre of Excellence in Procurement of the Kyiv School of Economics and is responsible for program innovation and organizational partnerships, in particular with the Transparency International Ukraine and Open Contracting Partnership in respect to ProZorro Project. Prior to joining the KSE he was working in the finance industry on risk management and business intelligence products. Dmytro works internationally on Digital Government and Open Data technical cooperation projects and specialises with designing and implementing the Open Contracting Data Standard (OCDS) digital solutions for data-driven risk-based public procurement monitoring, market analysis and enforcement, most recently in Armenia, Cyprus, Jordan, Kazakhstan, the Kyrgyz Republic, Moldova, Portugal, Tunisia, and Ukraine.
Dmytro holds a Master of Banking and Finance (MBF) from the Kyiv-Mohyla Business School and a Master’s degree in Economic Cybernetics from the Kyiv National Economic University, Kiev, Ukraine. Dmytro speaks Russian and English as well as his native Ukrainian.

Oleksii Yurchenko is a digital procurement specialist from Ukraine working with international teams on optimising public procurement processes for electronic environment and developing and implementing Open Contracting Data Standard (OCDS) digital solutions for public procurement.

Oleksii has more than 10 years of managerial experience in fields of procurement, IT and finance. He works as a Business Analyst and eProcurement Business Consultant and in this role he has worked on different aspects of public procurement systems in Armenia, Cyprus, Jordan, Kazakhstan, the Kyrgyz Republic, Moldova, Portugal, Tunisia, and Ukraine. He is a project manager for Transparency International Ukraine responsible for creating Dozorro.org a monitoring system for ProZorro, Ukraine’s electronic public procurement system. Oleksii takes one of leading roles in creating data-based risk methodologies and the OCDS-based risk management tools for Ukraine - risk.dozorro.org and index.dozorro.org. He contributed to development of online monitoring tools for public procurement covered under the WTO Agreement on Government Procurement (GPA). Oleksii currently works on development of the OCDS-based analytical tools for the MTender in Moldova and public procurement business intelligence system for Armenia.

Oleksii holds a Master of Physics at Karazin Kharkov National University and is fluent in Ukrainian, Russian and English.
